The Equal Employment Opportunity (EEO) Compliance Officer is responsible for activities directly related to the monitoring of and adherence to the EEO policies and procedures of the Detroit Transportation Corporation (DTC).

The EEO Compliance Officer investigates, manages and resolves internal complaints of discrimination, and responds to external complaints of discrimination filed with federal and state agencies. The Officer will develop and administer an EEO Strategic Plan, implementing written procedures promoting DTC’s goals of diversity, employment opportunity and anti-harassment.  Individuals assigned to this function must be able to handle multiple tasks simultaneously and are often involved in sensitive issues with employees and/or departmental representatives.

The EEO Compliance Officer should apply the methods and techniques typical of an EEO program, including fact-finding, analysis, and resolution of difficult and complex problems. The position reports directly to the DTC General Manager.

Essential functions of this position include:

·        Provide supervision and oversight in the investigation of EEO complaints and claims, including the collection and analysis of pertinent data and documents;

·        Respond to internal /external complaints of discrimination filed with federal and state agencies such as the EEOC, FRA, DOL and OFCCP

 

·        Coordinate the mediation of disputes, recommending resolutions and/or accommodations for appropriate, corrective actions;

 

·        Compile periodic reviews and reports in compliance with federal, state and local laws relating to employment opportunities, discrimination and harassment;

 

·        Conduct assessments of employment practices, identifying areas which may operate as employment barriers (recruitment, selection, seniority, layoffs/terminations, disciplinary actions, etc.). Evaluates and analyzes data, cases to recommend workable strategies, actions and policies;

 

·        Provide technical assistance to the Human Resources Manager to design, coordinate and deliver guidance and training programs for managers, supervisors and employees on Federal, State, local and other policies and procedures;

 

·        Consult with departments to post EEO posters and statements and to include policies in handbooks, reports, manuals and union contracts. Work with departments to identify agencies and public sources for distribution of employment opportunities and announcements.

 Requirements

·        Possession of a baccalaureate degree from an accredited university or college; AND

·        Possession of Masters, Law degree, PhD in Social Sciences, Psychology, Law or related field may be substituted for up to one year of experience. (Copy of degree must be submitted with application package.)

·        A minimum of five (5) years of professional experience in Equal Employment Opportunity (EEO) programs including major responsibility for investigation and resolution of employment discrimination, sexual harassment complaints and other employee grievances; interpretation and application of Federal, State and local legislation related to EEO, ADA, labor relations and employee selection; designing and/or conducting EEO training workshops.

·        Thorough comprehension of EEO laws and regulations, executive orders, and court decisions in order to apply this knowledge to a variety of difficult and complex work assignments.

·        A minimum of two (2) years of experience preparing EEO investigative reports, legal briefs, motions, mediation/reasonable accommodation position statements. (Work duties must be detailed in your application to demonstrate the depth and breadth of your experience.)

·        Extensive knowledge of Americans with Disabilities Act, workforce compensation, injury retailiation, Family Medical Leave Act (FMLA) and safety whistleblower (FRSA) 

 

  • Ability to develop and maintain good working relationships with diverse groups and individuals of different backgrounds, and employee outreach in conflict resolution techniques.

ELECTRONIC TECHNICIAN- I

Responsible for performing the maintenance, testing, troubleshooting and repair of electrical, electronic and electro-mechanical systems on light rail transit vehicles; as required to maintain the safety, reliability and efficiency of the Detroit People Mover System.

 

Minimum Qualifications:  Requires advanced vocational/technical training (minimum two year Technical school diploma) in electronic theory and principles (preferably in Power electronics, propulsion & controls, SCADA, signaling and communication). Minimum of two years experience troubleshooting and maintaining electronic equipment and components. This person should be a self-starter and be able to work with the system maintenance manuals to isolate and diagnose equipment failures under tight time constraints.

 

This person will also be required to qualify and occasionally drive the trains in manual mode. Additionally this person may be called upon and be able to walk the guideway to retrieve crippled trains and assist passengers. Military electronic technician or veterans are encouraged to apply.

 

Willingness to work 24/7 work day shift necessary.

 MECHANICAL TECHNICIAN- I

Responsible for performing installation, fabrication, maintenance and on-line troubleshooting and repair of a variety of hydraulic, pneumatic, mechanical and electro-mechanical systems and components of light rail transit vehicles.  

 

Familiarity with rail transit vehicle sub systems and building mechanical systems (HVAC, boilers, elevators, escalators etc) would be necessary. Additional responsibilities may involve track maintenance and repairs.

 

Minimum Qualifications:  Requires advanced vocational/technical training (minimum two year Technical school diploma) in theory, operations and maintenance of mechanical systems for heavy transportation vehicles preferably rail transit.  Minimum of two-year experience in the maintenance and repair of large electro-mechanical systems and components.  

 

This person should be a self-starter and be able to work with the system maintenance manuals to isolate and diagnose equipment failures under tight time constraints. This person will also be required to qualify and occasionally drive the trains in manual mode. Additionally this person may be called upon and be able to walk the guideway to retrieve crippled trains and assist passengers.
