Patron Safety Rules

  

Our goal at The Detroit Transportation Corporation is to provide patrons with the safest and most efficient method of rail transportation available. The Detroit People Mover System operates on a daily basis in the Downtown Detroit Central Business District.

 

Patrons can be certain that they will receive a quality, safe and timely shuttle service when they follow the safety guidelines that have been developed to protect all patrons of the People Mover system. 

 

Adherence to the following guidelines and safety rules will protect all patrons on the Detroit People Mover:

 

1. The Detroit People Mover is under surveillance at all times.

 

2. For your safety, please wait for trains behind the yellow line on the platform edge.

 

3. NO SMOKING on the trains or on the station platform areas.

 

4. NO eating of food or uncapped beverages are allowed on the train or platform areas.

 

5. Loitering around or on the system is prohibited.

 

6. Always walk with care and caution in all station platform areas. Do not run at any time.

 

7. All passengers on DPM elevators and escalators must adhere to safety practices and any listed procedures.

 

8. There shall be no running, jumping, or horseplay on the train, platform areas, elevators or escalators.

 

9. Children should be supervised by an adult at all times while in the stations, on the platforms and in the trains.  

 

10. Any and all emergencies must be reported immediately on the system’s Emergency Phones or by dialing 313-963-0171 to reach the Control Center. Phones are in stations and vehicles.

 

11. Any personal injuries incurred must be reported immediately to the Detroit People Mover's Control Center. A system Transit Officer will assist any patron with these matters by simply requesting assistance on the Emergency Phone or by dialing 313-963-0171 to reach the Control Center.

 

12. Footwear shall be in good condition and laces tied prior to riding on the system escalator. No bare feet.

 

13. Any unusual occurrences observed should be reported to the Control Center by way of the Emergency Phones or by calling 313-963-0171 to reach the Control Center. Phones are located on the platform and inside People Mover vehicles.

 

14. Never leave your possessions, purses, baggage, or other items unattended on the train system.

 

15. No radios or transmitting devices are permitted on the rail system, with the exception of cell phones. 

  

The Detroit People Mover prides itself on providing state-of-the-art rail services to its patrons. Compliance with the established safety rules for patrons will ensure your safety and the safety of others while riding the Detroit People Mover.

En Detroit Transportation Corporation, nuestro objetivo es proporcionar a los clientes el método más seguro y eficiente de transporte ferroviario disponible. El servicio del Detroit People Mover  System (DPM, por su siglas en inglés) opera todos los días en el distrito financiero del centro de Detroit.

 

Los clientes pueden estar seguros de que recibirán un servicio de transporte de calidad, seguro y puntual si siguen las pautas de seguridad que fueron desarrolladas para proteger a todos los clientes del sistema People Mover. 

 

La observancia de las siguientes pautas y reglas de seguridad protegerá a todos los clientes del People Mover de Detroit:

 

1. El sistema People Mover de Detroit está vigilado en todo momento.

 

2. Por su seguridad, por favor, espere a los trenes detrás de la línea amarilla del borde de la plataforma.

 

3. NO FUMAR en los trenes ni en las áreas de plataformas de la estación.

10. Todas las emergencias deben notificarse inmediatamente mediante los Teléfonos de Emergencia o al 313-963-0171 para comunicarse con el Centro de Control. Los teléfonos se encuentran en las estaciones y en los vehículos.

 

11. Las lesiones sufridas por una persona deben notificarse inmediatamente al Centro de Control del servicio People Mover de Detroit. Un Oficial de Tránsito del sistema asistirá a todos los clientes que tengan esta clase de problema con simplemente solicitar ayuda a través de los Teléfonos de Emergencia o llamando al 313-963-0171 para comunicarse con el Centro de Control.

 

12. El calzado debe estar en buenas condiciones y las cordones de los zapatos deben atarse antes de  montarse en la escalera mecánica del servicio. No andar descalzo.

 

13. Todo suceso inusual observado debe ser notificado al Centro de Control mediante los Teléfonos de Emergencia o llamando al 313-963-0171 para comunicarse con el Centro de Control. Los teléfonos se encuentran en la plataforma y dentro de los vehículos del servicio People Mover.

 

14. No desatienda sus pertenencias, carteras, equipaje u otros artículos en el sistema ferroviario.

 

15. No se permite el uso de radios o dispositivos transmisores en el sistema ferroviario, con la excepción de los teléfonos celulares.

1- يخضع نظام النقل الآلي للأشخاص بمدينة ديترويت للمراقبة طوال الوقت.

 

2- حفاظاً على سلامتك، يرجى انتظار القطارات خلف الخط الأصفر على حافة الرصيف.

 

3- غير مسموح بالتدخين داخل القطارات أو على أرصفة الإنتظار بالمحطة

4- غير مسموح بتناول الطعام أو المشروبات غير المغطاة داخل القطار أو على أرصفة الإنتظار.

 

5- يُحظر التسكع على القطار أو في محيطه.

 

6- احرص دائماً على السير بعناية وحذر على أرصفة الإنتظار بالمحطة. تجنب الركض في أي وقت.

 

7- يتعين على جميع الركاب على مصاعد أو سلالم نظام النقل الآلي للأشخاص بمدينة ديترويت (DPM) الالتزام بمعايير السلامة وأي إجراءات مذكورة.

 

8- يُحظر الركض أو القفز أو اللعب الخشن داخل القطار أو على أرصفة الإنتظار أو المصاعد أو السلالم الكهربائية.

 

9- يتعين مراقبة الأطفال من قبل شخص بالغ طوال الوقت أثناء التواجد في المحطات وعلى الأرصفة وداخل القطارات.

 

10- يتعين الإبلاغ الفوري عن كافة حالات الطوارئ على هواتف الطوارئ أو عن طريق الاتصال بالرقم 0171-963-313 للوصول

 

 إلى مركز المراقبة. تتوافر الهواتف في المحطات والمركبات.

 

11- يتعين الإبلاغ فوراً عن أي إصابات شخصية إلى مركز المراقبة بنظام النقل الآلي للأشخاص بمدينة ديترويت. سوف يساعد أحد موظفي النقل بالنظام أي عميل في هذه الأمور من خلال طلب المساعدة على الطوارئ أو من خلال طلب الرقم 0171-963-313 للوصول إلى مركز المراقبة.

 

12- يتعين على العملاء ارتداء أحذية بحالة جيدة وأن تكون أربطتها مشدودة قبل الصعود على السلم الكهربائي بالنظام. لا يُسمح بالسير دون ارتداء أحذية.

 

13- يتعين الإبلاغ عن أي حدث غير عادي إلى مركز المراقبة من خلال هواتف الطوارئ بالنظام أو عن طريق الاتصال بالرقم

 313-963-0171  للوصول إلى مركز المراقبة. توجد الهواتف على الرصيف وداخل مركبات نظام النقل الآلي للأشخاص.

 

14- لا ترك أغراضك أو محافظك أو أمتعتك أو غيرها من الأشياء بدون مراقبة على نظام القطار.

 

15- غير مسموح بأية أجهزة راديو أو أجهزة إرسال على نظام السكة الحديد، باستثناء الهواتف النقالة.

A Special Message for Groups Riding on the Detroit People Mover

The Detroit Transportation Corporation (DTC) welcomes all visitors into the Detroit People Mover system, including tourist- and school-escorted groups. Parties boarding the People Mover must be aware of important information which impacts overall safety and security, both for themselves as well as other patrons. This information should be shared with the lead tour planner, as well as guides, chaperones, parents and those traveling on the People Mover.

CALL DTC IN ADVANCE – DTC has information on activities which may affect the excursion, such as high-traffic events (conferences, concerts, sporting, shows/exhibitions). These outside factors are important to consider, as crowded People Mover trains may make keeping your group together as a unit difficult.

Even if your group is scheduling an informal tour, or are just boarding at a station to sightsee, please make a courtesy call into our offices in advance of your visit, preferably a minimum of two days prior.  Contact Ericka Alexander, Marketing Department at (313) 224-2148.

WHAT CAN HAPPEN WHEN YOU RIDE - The Detroit People Mover is an automated, mass transit system. There are no drivers on-board. Doors open and close on a timed schedule at each station and parties unaware of how the system works could be separated from the group.

OBSERVE ALL PRECAUTIONS FOR SAFETY –

A.     There shall be no running, jumping, or horseplay on the train, platform areas, elevators or escalators.

B.      Patrons must remain behind the yellow safety line located at the platform edge

C.     Always walk with care and caution in all platform station areas

D.     Do not hold the vehicle doors. Do not lean on the vehicle doors

LET US KNOW WHEN YOU’VE ARRIVED – Groups who enter the station will be visible to our surveillance monitoring system. If you have not spoken to anyone at DTC before your ride, please call the DTC Control Center at (313) 963-0171. Our staff can assist your entire party in making a smooth transition from the station into the train. If the group is extremely large or is traveling with elderly or disabled members, a Transit Officer may be available to arrange for a brief train delay to ensure that the group can board and disembark simultaneously. Please note that this is not an automatic response; you must call the Control Center before the train arrives.

BOARD AND RIDE AS A GROUP – Plan on staying together, filing into the vehicle quickly. Passengers should immediately find an available seat or stand and use a handrail. Communicate with your group so that they are aware of the station stop in which they are exiting. As a precaution, chaperones of young students should also stand in front doors while riding and at station to prevent students’ spontaneous reactions (sticking head/hands outside of the door).

All Detroit People Mover stations are equipped with Push-To-Talk phones at every station and platform, as well as inside each train. In the event of an emergency, press the green button and a Control System Operator will respond immediately.

General Conditions for Contractors

The Detroit Downtown People Mover is a 2.9 mile fixed guideway transit system operating on an elevated guideway in the central business district. Contained in the guideway are steel running rails, linear induction reaction rails, critical train control and communication systems. There are 13 stations with stairs, escalator and elevator accessed platform level method of boarding the trains. These stations, in addition to providing access to the trains, contain support systems for the DPM. These include, but are not limited to, surveillance, communications, power, and uninterrupted power supply, CCTV and maintenance support facilities.

THE OFFICIAL WORK AUTHORIZATION PERMIT (WAP) IS REQUIRED. CONTRACTORS MUST SUBMIT THE APPLICATION AND MEET ALL GUIDELINES AS STATED IN THE ACCOMPANYING FORMS.

DTC WAP Application

The Detroit City Code provides that any activity within fifty-feet (50 ft.) of the Detroit People Mover is subject to the authorization of the Detroit Transportation Corporation (DTC), owner and operator of the Detroit People Mover. This authorization is provided in the form of a Work Authorization Permit (WAP) issued by the Detroit Transportation Corporation. The conditions attached to this permit are indicated below.

1. The contractor shall provide a minimum of forty-eight (48) hours notice describing the nature of the work within the People Mover guideway to the DTC prior to commencement of the activity.

2. The contractor is responsible for obtaining all required permits from local, state and federal authorities prior to the commencement of construction.

3. The contractor shall provide the Detroit Transportation Corporation (DTC) with a written indemnity pursuant to which the contractor shall agree to defend, indemnify and hold harmless the DTC against any claims for personal injury and property damage resulting from the construction activities at the site.

4. The DTC, through its employees or agents, shall have the right to monitor the work and conduct safety inspections as it deems necessary.

5. The failure of the contractor to fulfill any of the conditions set forth herein shall entitle the DTC to immediately revoke the work authorization permit.

6. Unless otherwise agreed by the DTC, the contractor shall maintain a safe means of ingress and egress to and from the People Mover System during operating hours.

7. The contractor shall maintain clear access to DTC facilities on a 24-hour basis for ingress and egress for emergency, fire and rescue personnel, and maintenance personnel.

8. A contact person shall be named by the Contractor to act as liaison with the DTC for all matters related to safety of the People Mover System.

9. The DTC shall have the right to review all plans and monitor any construction with reasonable advance

notice, except for any matters related to immediate system safety concerns, which will require no advance notice.

10. No construction elevators or cranes shall be erected on or within 50 feet of the People Mover guideway without the prior written consent of the DTC.

11. The contractor shall provide special protection, such as netting, barricades, walks, screens, scaffolds, etc., in accordance with all applicable federal, state and local codes and as acceptable to the DTC, to help ensure the safety of DTC property, patrons and employees. No work shall be permitted unless such protection is provided as determined necessary by the DTC.

12. The Contractor shall make best efforts to schedule all construction work that may have any impact on the People Mover System during the Non-Revenue Hours. Non-revenue Hours are defined as Monday through Sunday 12 midnight to 5:00 A.M., or such other hours as may be designated by the DTC as Non-Revenue Hours. Revenue hours may change as required by the DTC.

13. No crane lifts or other crane operations shall be performed on any structure or wall adjacent to the guideway without the prior written consent of the DTC. For purposes of this paragraph, adjacent is within 50 feet of the edge of the guideway. This paragraph will apply where any part of the load to be lifted is above the bottom of the guideway. Under no conditions will loads be permitted over the guideway during revenue service. Lifts may be permitted during Non-Revenue Hours only when coordinated by utilizing a crane spotter with a DTC employee on site.

14. The contractor shall provide proof that MISSDIC has been contacted for any work than entails the excavation, tunneling, or boring near the guideway.

15. The submittal of a contractor safety plan may be required. Depending upon the nature of the work, a site specific safety plan may be required. DTC contractor safety orientation may be required.

16. The DTC may, at its discretion, modify any of the above conditions or impose additional conditions, to help ensure the safety of the public, and its patrons, employees, agents, or property.

17. Proof of adequate insurance, as deemed appropriate by the DTC, will be required prior to the commencement of any activity.

Each request requires documentation for location use within the City of Detroit. Specifically, the Detroit Transportation Corporation (DTC) grants clearance within three to five business days upon the approval of all forms and submission of additional paperwork.

 

The “Location Use Form” (see attachment) and “Insurance Liability Form” (see attachment) must be returned to our office. In addition, a written request on company letterhead must be submitted which details the following:

·          A brief background on your company

·          The nature of the work your company has been hired to complete;

·          Physical Location: which Detroit People Mover station(s) will be required for your filming;

·          The proposed filming date, time and duration needed;

·          Any special logistical details needed (i.e. loading of the camera equipment/crew, parking, police requirements, etc.)

·          Contact names and numbers of the principal Producers/Directors. Student filmmakers should contact the Marketing Department for more information.

 

A location spec sheet and a Certificate of Liability Insurance naming the DTC as an additional insured for General Liability must also be provided. You may fax this information to 1-313-224-2134, Attn. Ericka Alexander.
