DETROIT, MI – The Detroit Transportation Corporation (DTC) Board of Directors advanced the city’s commitment to public transit with the leadership appointments of Robert Cramer and Ernest Latham Jr. The roles include governance for the DTC, operability of the Detroit People Mover (DPM) and maintaining positive relationships with city residents, federal and state transportation agencies, as well as outreach to business, political and civic communities.

Mr. Cramer has over 11 years’ experience in transportation operations. He was promoted to Deputy General Manager of the Suburban Mobility Authority for Regional Transportation (SMART) in 2015 and was acting General Manager between March 2020 and September 2021. As one of Crain’s Detroit Business 2019 “50 Names You Need to Know in Government,” Cramer works with officials to coordinate mobility solutions and create a seamless network between agencies, public transit riders and government. Mr. Cramer succeeds DTC Interim General Manager Garry D. Bulluck.

With over 30 years at the DTC, Mr. Latham joined the company in 1987; he became Maintenance Manager in 2004 and Interim General Manager from April through June 2022. A talented leader and analytical problem-solver, Latham has been on the front line of system maintenance and facilities, supporting all technical aspects of DPM mechanical and engineering functions.

Mr. Bulluck served as DTC Interim General Manager from November 2019 through March 2022, overseeing the elevated public transit system. Bulluck was instrumental in the reopening of the People Mover following a pandemic-related, two-year closure.

The Detroit Transportation Corporation was formed to operate the Detroit People Mover, which launched on July 31, 1987. Constructed as part of a planned, regional transportation system, the People Mover reopened in May 2022 with free service and a limited operations schedule. The company employs 95 staff and manages both the People Mover and the Detroit Transit Police, which also serve DDOT and the QLINE.
